To finish a reputation, you must collect
Covenant Dailies
25 seals.
Optimal Quest Order
If you’ve finished collecting 25 seals for
each of the reputations, you will lose access to quests ‘The Grand Melee, A Valiant’s Field Training and At the Enemy’s Gates’. Instead, you will get access to the Sunreaver (Horde) or Silver Covenant (Alliance) dailies. Two of these are random, one is always the same.

Loot 5 Black Cage Keys from Cultists in Deathspeaker’s Watch, west of the Argent tournament. Use the keys on the cages in the area to free four Captive Aspirants. Kul is located in a cage on the rise at 61, 23

You will need a group for Threat From
Above, unless you are able to solo it. If you see a group looking for more people for this quest (usually abbreviated with TFA), you should join and follow the quest order from that point. These groups usually go do Battle Before the Citadel once Chillmaw is done.
